Kolar District has been famous for Gold, Silk & Milk.
But due to Inter- State and
States’s competition the demand for Silk and Milk products is being decreased.
Due to the closure of Bharath Gold Mines Limited, K.G.F, the District is
facing unemployment problem. Due to
frequent drought-hits the demand for Agricultural products has gone down and
that the people are rather disappointed in this situation If the people of the
District with capacity to invest in Tiny and Small scale Industries would come
forward to be self employed, it not only provide employment to
the local people but also it would be possible to contribute for improvement of
Economic condition of themselves, the District /State/Nation.
The State as well as Central Governments have been launching different
packages containing various Concessions and Incentives to encourage
establishment of Industrial activities and
implementing this. Kolar District
being backward District, for the development of the District special Concessions
and Incentives have been published.

SELF
EMPLOYMENT PROGRAMMES
A.
PRIME MINISTER’S ROZGAR YOJANA
:-[P.M.R.Y]
This
scheme is Centrally sponsored and has been under implementation for the past
twenty years. About
Six hundred to Seven hundred unemployed youths are being provided with lone
facilities every year under this scheme. Youths who have studied up to 8th standard, in the age group of 18-35
years and residing permentely in the district for over 3 years and having annual
family income of Rs. 24000 and below, and are not defaulters in any of the
Nationalized Banks/Co-operative Banks are eligible to avail a composite loan of
Rs. 2.00 lakhs to start with a profitable avocation. Maximum sum of Rs. 7500 is available in the form of Subsidy against this loan and no
Collateral Security is needed. For more details you may contact the Head of the Taluk Industries Centre
of your Taluk OR concerned Area Bank Manager of your Service Area.
B.
YASHASWINI PROGRAMME
The scheme is sponsored by State Government and has been under
implementation for the past 4 years. Under
this scheme Women Entrepreneurs are provided with Entrepreneurial Development
skills, which helps them to uplift their Economic conditions. The very objective
of this scheme is to encourage and attract more Women Entrepreneurs to become
self-employed by starting Economically viable projects. Under
this scheme to become self-employed Women promoters are provided with the
following Concessions and Incentives.
1) To conduct Publicity and Propaganda Seminars for one day at
Hobli & Taluk level throughout the state
2) To conduct Entrepreneurial Development Programmes for two Weeks.
3) To Improve the skill development by Women Promoters Conducting of skill
development programmes.
4) To assist Women promoters intending to establish their Projects by
availing State Capital Investment Subsidy in preparing project reports.
5) To provide Rs.2.5 lakh to Women Entrepreneurs by way of
Ancillary Capital to start with their projects.
6) To provided Rs. 1.00 lakh as Subsidy towards utilization of
Technical up gradation skills in their project
7) To encourage and provide
assistance to Women Entrepreneurs to participate in the Campaigns, Seminars, Exhibitions & Sales Out-sets.

SWASHAKTHI & STHREE-SHAKTHI
PROGRAMME
This scheme has been formulated and being
implimented for the over-all development of Women Entrepreneurs below the
poverty line. The main object of
the scheme is to induce self dependence and confidence to achieve high control
over internal resources by encouraging them to establish self-help Co-operatives and to take care of the same with self
confidence and to promote the same for the better improvement of the income
index to eradicate their poverty and also to take care of better Health,
Education and also Technical knowledge by providing required facilities.

youths are being imported with training in different activities to enable them
to improve their skills. Special

GUIDELINES
FOR STARTING AN INDUSTRY
A.
Industries have been classified into 4 categories. Viz.,
1) Khadi and Village
Industry:-
The Cotton, Silk , Wool, Muslin and Coir products made out of
Hand Milling and Hand Weaving
are called Khadi products. At the
same time Industries under the purview of Khadi and Village Industries
Commission and situated in Rural areas having population of less than Twenty
thousand are called Rural Industries.
2) Tiny
Industry:-
Industries in which the cost of plant and Machinery does not exceed Rs.
25 lakhs are called Tiny Industries.
3)
Small scale Industries:-
Industries in which the cost of plant and Machinery does not exceed Rs.
1.00 Crore are called Small scale
Industries.
4) Medium and Large scale Industries:-
Industries in which the cost of plant and Machinery exceeds Rs.1.00 Crore
are called S.S.I, But Industries which cross Rs 1.00 Crore) but
does not exceed Rs. 5.00 Crores such type of Industries are called Medium
scale Industries. So also
Industries in which the cost of plant and Machinery exceeds Rs. 5.00 Crores are
called Large scale Industries

Procedure
to be followed to start an Industry

To decide the value of self-
Capital to be invested in the Industry

 |
To decide the products to be manufactured depending upon the
availability of suitable location,
Infrastructure facilities, availability of Raw material and Marketing facility.

To prepare the project report
based on the possibility of Self Capital Investment, and the value of collateral
securities to avail Financial assistance.

 |
To obtain Provisional
Registration Certificate. (PRC) from the concerned Taluka Industries Centre. |
 |
To obtain directions from the
District Level Single Window Agency regarding availability of required
infrastructure Facilities Viz., Land/Shed, Electricity, Water supply and
different types of approvals to be obtain from various departments.

To furnish the loan application
along with project report and other documents to the Bank/Financial Institution
either through D.I.C. OR Directly and to avail the loan facility.

 |
To take action to establish the
project after sanction of loan as per the direction of the department of
Industries and Commerce as well as the concerned financial Institution.

After establishing the unit Permanent Registration Certificate
(PMT) may be obtain from the concerned Taluka Industries Centre and other
licenses/ approvals from Various departments Viz., Commerical tax department, Pollution control
Board, Labour department ATC

To avail the eligible Concessions and Insentives from
various departments after establishing the unit. |
DIFFERENT
TYPES OF CONCESSIONS AND incentives AVAILABLE FROM VARIOUS
DEPARTMENTS, CORPORATIONS, BOARDS AND INSTITUTIONS TO
ESTABLISH INDUSTRY

1)
DISTRICT INDUSTRIES CENTRE/TALUK INDUSTRIES CENTRE
To establish Industry on agricultural land, and to alienate the
same for Industrial use, Certificate will be issued to avail exemption
from payment of conversion fine.
To
avail Stamp Duty Exemption and Concessional Registration on the documents
relating to Government
Land/Shed and loans availed from financial Institutions, Entry Tax Exemption
Certificate will be issued to avail the E.T. Exemption on the Machinery to be procured for use,
Raw/materials, and packing materials.Escort services will be provided to the
Entrepreneurs to establish
the Industry early.

Suitable
suggestion and guidance will be provided to start Industries.

 |
State-Capital
Investment subsidy will be sanction against the cost of fixed assets to an extent of 20-25% subject to
a maximum of Rs. 12.00 lakhs.

 |
The best
Industries will be selected and recommended to the concerned authorities to win
the awards at District/State/Central
levels.
|
 |
To obtain the
I.S.O. Certificate to prove the best quality of production and on conformation a
sum of Rs. 75000/- will be provided in the form of subsidy.

 |
Co-operation
will be extended to the units to display their products in the exhibitions being
held at District/State/ Nation/ Inter-national levels.
|
 |
To avail the
controlled Raw materials suitable recommendations will be made to the concerned
Institutions.
|
 |
Action will be taken to rehabilitate the sick Industrial units for
revival.
|
2) KARNATAKA TECHINCAL CONSULTENCY SERVICES
CELL
This cell would provide suggestions to establish Industries, selection
of products. This cell would also
provide Market Survey reports and assist in preparation of Project Reports.
3) Small Industries Service Institute
This Institute will assist in preparation the Project Reports, and
assist in Economic Research, provide training in different activities, Technical
guidance and also will guide about the Industrial policies formulated by the
Central Government.
4)CEDOK
This Centre conducts Entrepreneurial Development Programmes and gives
guidance to the prospective Entrepreneurs.
5)C.S.I. R. Polytechnology Transfer Centre
This Center will provide Technical guidance about Industrial products.
6) Karnataka Industrial Areas Development Board
This
Board will acquire lands for Industrial Development and Develop Plots for being
allotted to the Entrepreneurs and also shoulder the responsibility of
maintenance of the Industrial areas.
7)
Karnataka Small Scale Industries Development Corporation
This Corporation has shouldered the responsibility of formation of
Industrial Estate and Construction of Industrial Sheds and to allot the same to
the prospective promoters. Also the
corporation would assist the Industrial units in procuring co0ntrolled Raw
materials.
8)Karnataka
State Financial Corporation
This
Corporation would provide Long term Loans for procurement of Land Construction
of building, procurement of Plant, Machinery, Spares and also for working
Capital. Eligible promoters would
be assisted in availing soft loans to strengthen their equity-base Capital
towards Investment in the Projects. Apart
form this the Corporation would provide loans for Mining, Power generation,
Transport, Hotel Industry, Consultancy Services, Industrial Estates, Fishery,
Research, Weigh bridge, Hospitals, Nursing Homes, Dry cleaning Laundry, Xerox
Copying Center, Telex&Telecomunication facilities.
20)
Karnataka State Pollution Control Board
This Board would provide Guidance to the Industrialist to control
pollution problems and issue certificates towards this effect.
21)
Commercial tax Department
This Department would issue registration certificate in respect of KST
&CST and also is
responsible to collect the taxes.
22)
Labour Department
This Department would assess
proper rules and regulations for labour welfare as per
Labour act
23) Factories and Boilers Departments
This Department would assist in installation of Boilers and providing
confirmation Certificates.
24) Commercial Banks and Lead Bank
These Banks would provide term
Loan & Working Capital Loan for establishing
Industries.
25)
PCARD&RR BANKS
These Banks would provide term Loan & Working Capital
Loan for establishing Industries
under NABARD Scheme.
26)
Industrial Co-Operative Banks
These Banks would provide working
Capital loans to the industries.
27)
Weavers Service Centre
This Centre would provide training facilities to the weavers in the
manufacture of newly designed
Products and also assist in the new Structure.
28)
Joint Director General of Foreign Trade
This Department would assist in
obtaining the Import and Export License to the
Industrialist.
29)
Karnataka Council for Technology Up-Gradation
This Council shoulders the responsibility of procuring Technical
Up-Gradation information from different States and providing the same to the
needy Industrialists. Also
it has the responsibilities of issuing quality certificates.
