Deputy Commissioner Office

Deputy Commissioner is the head of the District Administration. The collectorate consists of various branches headed by Shiristedars or Managers who are responsible for supervision, guidance and overall management of work in their branch. Every branch consists of First Division Assistants and Second Division Assistants among whom all work of the branch is divided.

There are various officials both at the district level and at the taluk levels to assist the Deputy Commissioner. They include Assistant Commissioner’s (Sub-Divisional Magistrates), Tahsildars (Taluk Magistrates), Shiristedars, Revenue Inspectors and Village Accountants.

Location of the Office

The office of the Deputy Commissioner and District Magistrate is located in the North East side of the Kolar City near District Court Premises. This building is constructed in 1864.Adjoining to this office District Treasury is located.

Sections of DC Office

The DC’s office has many branches. Each branch provide its own services. They are.

Administration Section

Which deals with the matters relating to vacancies, appointments, pay and allowances, transfers and promotions, postings, retirements, CCA (Classification, Control & Appeals), Personal Deposit Accounts, Audit Reports, DC Dairy and Business Statistics.


Revenue Section

This Section deals with jamabandhi, DCB (Demand, Collection and Balance), Land Grants, Land Acquisition, Land Conversion, PTCL, Appeals, Land Reforms Cases, Mines and Minerals and Regularisation of encroachments.


Election Section

The Deputy Commissioner is also called as the District Election Officer for all the elections held in the District. He will supervise, control and monitor conduct of elections and preparation of electoral rolls in respect of Parliamentary elections, Legislative Assembly, Legislative Council from Local Authorities Constituency, Graduate Constituency and of Southeast Teachers’ constituency. Apart from this the Deputy Commissioner will also conduct General and Bye elections to Agricultural Produce Marketting Committee.
He is the Returning Officer for No.28-Kolar (SC) Parliamentary Constituency. Meanwhile, he is the District Election Officer for Grama, Taluk and Zilla Panchayath elections besides elections to all Urban Local Bodies of State Election Commission of Karnataka.
The District is having one Parliamentary Constituency comprising of No.142-Shidlaghatta, 143-Chintamani, 144-Srinivaspur, 145-Mulbagal (SC), 146-K.G.F.(SC), 147-Bangarpet(SC), 148-Kolar & 149-Malur Assembly Segments. And 6 Assembly Constituencies such as 144-Srinivaspur, 145-Mulbagal (SC), 146-K.G.F.(SC), 147-Bangarpet(SC), 148-Kolar & 149-Malur.


Municipal Section

This Section deals with all Municipal matters including service matters progress made under various schemes like SJSRY (Swarna Jananthi Shahari Rozgar Yojana), IDSMT (Integrated Development of Small & Medium towns), Water supply schemes, Housing schemes and Slum Area Development.


Muzrai Section

This section deals with construction & renovation of Muzarai temples, appointment of Dharmadarshis and payments to Archaks (Tasdik & annuity) salary, Aradhana Schemes.


Census Section

This section deals with census matters.


Magestrial Section

This section deals with judicial matters such as Law & Order (Section 144 etc.) issue of licenses for Arms and Ammunitions & Cinemas.


Miscellaneous Section

This section deals with NSAP, OAP, PHP, MPLAD and other Schemes. It also deals with meeting statistics, PWD works, issue of income and caste certificates, House Rent Control (HRC) and other miscellaneous matters of Revenue Department.


Functions of DC Office

Law and Order and Magisterial Matters

The first group of functions relates to public safety and tranquility. Maintenance of Law and order is the joint responsibility of the Superintendent of Police, who head the Police force in the district, and the District Magistrate. The Deputy Commissioner of the District is also the District Magistrate. Though there is a separate department for the administration of jails, the district Magistrate exercises general supervision over the Jails in his district, citizenship matters/arms licences, cinema, NOC for petroleum bunks and storage for LPG cylinders.

Land Revenue

The second group of functions relates to revenue administration. While the most important component of this group is land administration including maintenance of land records, it also includes the assessment and collection of land revenue and other Government dues which are collected as arrears of land revenue. The Deputy Commissioner is a designated Revenue officer in various laws governing the land to deal with disputes arising out of land records and management of public lands and properties. The other revenue officers, namel y, the Assistant Commissioners, the Tahsildars and the Deputy Tahsildars also perform functions of dealing with land disputes under the overall supervision and control of the Deputy Commissioner.

Development Activities

Schemes like MPLAD, MLAD, Ashraya, Calamity Drought are being implemented by the Deputy Commissioner.


The Deputy Commissioner is the District Election Officer. He is the Returning Officer for the Parlimentary Constituency, South Teachers Constituency/ South Graduate Constituency. All other elections namely, elections to the following :-

a. Assembly Constituency
b. Town Municpal Council
c. Town Panchayat
d. Zilla Panchayat
e. Taluk Panchayat
g. Grama Panchayat

are held under the supervision of the Deputy Commissioner.


The Deputy Commissioner is the District Incharge of the census operations conducted once in 10 years, further the Cattle Census, Agriculture Census, Irrigation etc are conducted.

6. Municipal Administration Matters

The Deputy Commissioner is generally responsible for the supervision and proper functioning of the urban local bodies. The implementation of various developmental and anti-poverty measures for the urban poor is monitored by the Deputy Commissioner. The most important of these programmes are the Swarnajayanthi Shahari Rozgar Yojana (SJSRY), Urban Ashraya (Housing), Twelth Finance Commission development grants, SFC and the JNNRUM for mysore city.

Emergency Relief

In situations like floods, famines, accidental fires, earthquakes and other natural calamities, the entire district administration headed by the Deputy Commssioner, the Department like Police, Revenue, Health, PWD, Fire Force, Home Gaurds etc., formed Disaster Management Authority geared to meet the contingencies. General Public and the farmers can seek relief from the Revenue Department as per the the norms enclosed.

Land Acquisition matters

Acquisition of land for public purposes like construction of development projects, roads, bridges, irrigation channels, industries etc. is carried out by the Land Acquisition Officers under the control of the Deputy Commissioner.

Residuary functions

There are a number of executive functions of Government which have not been precisely defined and there is no separate representative of the Government to carry out such duties in the district. It is the DC, in his capacity as the chief representative of Government in the district, who has to deal with all residuary matters. This group of activities includes miscellaneous functions like Family Planning, Red Cross, District Social Welfare Schemes, Excise, Backward Class and Minority Schemes other Departmental Works. He is the inspecting authority for other department offices, except Police & Judiciary.
